1.1.18 Amendments to the Unified Development Code
A. The City Council may in its sole discretion consider proposed amendments to the text of the UDC (for amendments to zoning district boundaries or zoning regulations, see § 3.1.8: Amendment to zoning map or text.
B. If authorized by resolution of Council, the City Manager or a designee may initiate the process to amend the UDC.
C. Council may adopt an amendment to the UDC upon recommendation by the Planning and Zoning Commission and following a public hearing.
D. Staff will prepare a report and draft ordinance of each section of the UDC affected by the proposed amendment, as well as other considerations such as:
1. Specific reference to goals and objectives within the Comprehensive Plan, and the necessity of the proposed amendment in carrying out those goals and objectives;
2. References to relevant state enabling legislation;
3. A timetable for properties made non-conforming by the amendment to establish conformance; and
4. Analysis of disproportionate adverse impact to properties or uses within the City.
